STEPHEN C. MCCAFFREY, J.D.

McCaffrey earned his undergraduate degree from Purdue University and his Doctor of Jurisprudence from Indiana University School of Law in Indianapolis, and been with Mental Health America of Indiana since 1991. McCaffrey is a recipient of the Webster-Kipfer Award for special achievement in public policy advocacy, former vice chairman for public affairs at the National Mental Health Association, former member of the board of directors at the National Mental Health Association, and former board member at the American Society of Mental Health Association Professionals. McCaffrey was named to the national directory of Who’s Who in Executives and Professionals and by the Indiana Business Journal as a member of Who’s Who in Indiana Health Care. McCaffrey received gubernatorial appointments to the Indiana Mental Health Commission and the Medicaid Quality Advisory Committee. McCaffrey served as chair of the Division of Mental Health and Addiction Advisory Committee.

STEPHANIE ANDERSON, LCSW

Stephanie L. Anderson, LCSW is the Chief Operating Officer and Vice President of Strategic Initiative and Quality Improvement for MHAI.   Stephanie holds bachelor’s degrees in both Criminal Justice and Ballet from Indiana University.  She received her Master of Social Work from Washington University in St. Louis, where she specialized in working with at-risk, delinquent youth and their families. Her work included a focus on the treatment of co-morbid mental health and addiction disorders.  . Both during and after her master’s program, she worked as a Deputy Juvenile Officer for the St. Louis City Family Courts serving families involved with the Gun Court Program, Child Abuse and Neglect Services, Drug Court Program and General Field supervision Unit. 

After moving back to Indianapolis in 2009, Stephanie provided direct practice care to a variety of populations as a Licensed Clinical Social Worker at community-based agencies in Marion County, IN.  This included clinical oversight of a specialized dual diagnosis treatment program for court-referred youth, administration of an Assertive Community Treatment (ACT) Team, and as a Clinical Supervisor of Child and Adolescent Services.  Stephanie joined the State of Indiana in 2014, where she was a public servant for the Family and Social Services Administration, Division of Mental Health and Addiction (DMHA) and the Indiana Department of Correction (IDOC).  As the Deputy Director of Adult Mental Health and Addiction Services at DMHA she was responsible for leading Division initiatives related to Adult Forensic Populations, Serious Mental Illness, Addiction Treatment, State Opioid Treatment Programs, Services for Homeless Populations and Veterans, and Emergency Preparedness.  In her role as the Executive Director of Addiction Recovery Services for the IDOC, Stephanie and her team led the transformation of Addiction Recovery Services in all State-run correctional facilities and was responsible for ongoing clinical addiction treatment, addiction recovery programming, and the integration of addiction treatment with mental health and physical health services for the Department. 

Most recently, Stephanie has served as the Chief Executive Officer for an Addiction Treatment Center and a Youth Residential Treatment Facility, both located in Indianapolis.  In addition to her leadership in the behavioral health field, Stephanie continues to teach ballet to elementary, middle, and high school students at The Dance Refinery. 

KELBY HUDKINS, BS

Kelby Gaw is Mental Health America of Indiana’s Executive Assistant to the President. Kelby received her B.S. in Tourism Conventions and Event Management from Indiana University Purdue University of Indianapolis. She found her passion in non-profit development and fundraising after working for various non-profit organizations in Indianapolis. Her experience includes conference and event planning, social media expansion, and community outreach. Kelby hopes to continue her strong sense of devotion to the mental health sector by working in public policy, fundraising, and advocacy for Mental Health America of Indiana.

DEBRA J. DIAL, JD
Director of Legal and Client Advocacy

Dial provided services to and advocated for individuals with disabilities for 30 years. She was a therapist for 10 years, and completed law school while working as a therapist. She continues serving individuals with disabilities through legal advocacy and representation. Dial earned her undergraduate degree at Indiana University and completed her Doctor of Jurisprudence at Indiana University School of Law in Indianapolis. Dial expanded Mental Health America of Indiana’s advocacy program to include the provision of legal services to individuals affected by mental illness, addictions, or other disabilities.

Greenway worked in the social service field for 15 years with the majority of the time being spent in nonprofit organizations. Greenway worked in the addictions field for 10 years and enjoys spending time with her three children.

HEATHER RODRIGUEZ, MSW, CAPRC II
Vice President for Recovery and Advocacy Programs; Director of Indiana  Recovery Network

Heather Rodriguez, Vice President of Mental Health America of Indiana Recovery and Advocacy Programs and Director of the Indiana Recovery Network, holds both a bachelor’s and master’s degree in social work from Indiana Wesleyan University. Driven by her passion for enhancing recovery ecosystems across Indiana, she played a pivotal role in the establishment of the statewide Regional Recovery Hub program in collaboration with DMHA, managing the initiative until December 2024. As someone in sustained recovery, Heather advocates for the importance of accessible recovery support services and emphasizes that individuals should have the freedom to select their preferred recovery pathways to address challenges related to substance use and or mental health concerns.

Lisa Hutcheson
LISA HUTCHESON, MEd
Vice President for Policy and Programs; Director for the Indiana Coalition to Reduce Underage Drinking

Lisa Hutcheson advocates for stronger local and state policies and laws and coalitions to reduce youth access to alcohol. Hutcheson holds a bachelor’s of science in psychology and a master’s of education degree in counseling. Hutcheson is part of Mental Health America of Indiana’s lobbying team and supervises the Mental Health and Public Assistance Ombudsman program, Managed Care Ombudsman program, Indiana Addiction Issues Coalition, and Indiana Collegiate Action Network.

Justin identifies as a person in recovery from mental health and substance use issues and the justice system. He has a long standing business background prior to entering the behavioral health field where he has earned multiple peer support and treatment/clinical level credentials. Justin works alongside the behavioral health community to create, and strengthen, the behavioral health workforce and the organizations and communities that utilize their services. His dedication to education, support and advocacy with the ‘any positive change’ mentality to wellness allows all to feel included and supported. Justin continues to strive to support equitable access to resources and supports for all community members. Justins motivation is to see efforts advance, and sustain, equitable and stable resources and supports for all.

NIKI ANGELAKI, MSW, LCSW, LCAC, ICOGS

Niki received her Master’s in Social Work from University of Southern Indiana after studying social work in her native country of Greece.  Niki became fascinated with addiction recovery as an intern and has been dedicated in offering best treatment practices for people seeking recovery since 2002.  Niki has also worked with schools, substance use prevention, children with developmental needs, adolescents with behavioral issues, and community education in Greece, England, and Peru.  Niki is inspired by the resiliency of survivors and the people’s ability to thrive despite terrible adversities.  Niki has received extensive training on various clinical models to treat trauma, substance use, and gambling, and is a Licensed Clinical Social Worker, Licensed Clinical Addictions Counselor, and Certified International Co-Occurring Gambling Specialist.

KELLEY GARDNER

Kelley Gardner is the Vice President of Crisis Services at Mental Health America Indiana, bringing over 15 years of dedicated experience in community mental health. In his current role, Kelley oversees the development and implementation of crisis services, ensuring accessible and effective mental health support for individuals in need.  Prior to joining Mental Health America Indiana, Kelley spent 15 years at Eskenazi Health, where he played a pivotal role in enhancing community mental health services and initiatives. He also has experience providing home-based counseling services for three years, demonstrating his commitment to delivering personalized and compassionate care directly within communities.  Kelley holds a master’s degree in Marriage and Family Therapy from Northwestern University, equipping him with a strong foundation in therapeutic practices and family dynamics. He currently serves as the Marriage and Family Therapy Section Chair of the Indiana Professional Licensing Board, where he advocates for professional standards and supports the advancement of mental health practitioners across the state.  Outside of his professional endeavors, Kelley is happily married and the proud father of two boys. His personal and professional experiences continue to fuel his passion for fostering resilient and healthy communities through accessible mental health services.
